To give this cause its full effect it would be necessary
the Board should be in possession of a compleat list
or register of persons convicted of the offenses in question.
But this is again a document which they ought to be put
in possession of not the only one by a great multitude of purposes for which such
a Registr would be necessary: and for this reason
for which reason, as well as for on account of the
length of detail which it would require, it could
not presume to that effect could not conveniently
be brought within the compass of the present section
