NOTE
I will here mention an anecdote which I have
from good authority . Catherine the 2d Empress of
Russia conceived a the design of instituting a new
form plan of administration for one of her the governments —
of that empire . But persons qualified to assist in
such a work , scarce as they must be in any
country , were not to be found in plenty on that
new - formed empire . + The politics upon M. Sievers
a gentleman of Livinia , worthy in every respect
of that arduous office in every respect but one , the
misfortune of having being involved in debt in a country
in which examples of such improvidence are unhappily
but too common . She took him into consultation
