I will here mention an anecdote which I have
from good authority. Catherine the 2d Empress of
Russia conceived a the design of instituting a new
form plan of administration for one of her the governments —
of that empire. But persons qualified to assist in
such a work, scarce as they must be in any
country, were not to be found in plenty on that
