<p>It is not therefore a Bill that can be offensive to any but those <lb/>whose object it is to continue those frauds which have endured long <lb/>enough and which are now meant to be suppressed for the benefit of <lb/>the Public in the easiest gentlest and mildest manner by which it is <lb/>possible for the legislature to put a Stop to such enormities. <lb/>The second Clauses of the Bill empower Justices of the peace to grant <lb/>Licenses upon the same footing as they are granted to Victuallers as <lb/>at present.

Their <lb/>authority over the Dealers would not be felt by them and they would <lb/>degenerate into the same Class of fraudulent persons and occasion the <lb/>same enormities which are experienced at present. They are of all <lb/>others the sort of Dealers who should be under the constant Eye of the <lb/>Magistracy for on this depends the due and proper execution of the Act. <lb/>These Clauses are a further and material Check whereby the proper <lb/>conduct of these Dealers is rendered in some measure secure against <lb/>the frauds which are meant to be suppressed. They must specify and <lb/>declare their names and places of abode with the names of their <lb/>Smithies and they must also produce a certificate of their good fame <lb/>before they can even apply to the Magistrates for a Licence and further <lb/>they must enter into recognizance with one Security for their Good &amp; <lb/>proper conduct in a <unclear>Penalty</unclear> of
