In the consideration of the means to be employd
for giving efficiency to bringing into action the system of controul above
exhibited, a very important topic that requires to
be clarified is that which concerns the degree and nature
species and extent of authority of the powers of regulation if any to be which shall
be give to the Board — [The types of regulation
may be limited or unlimited specified or unspecified — the person whose <gap/. of
conduct shall be subject to regulation]

upon all persons
in general

In the report of the Committee, a limit is
thrown out started as a subject of further inquiry, whether a spe
portion of legislative authority (subject not only to the general
and occasional controul to which all the Board is to be subjected
in respect of all its operations without exception, but
