In obedience to the request which you made to us on
the 21st, of February that we would state to you in writing upon a more
detailed Plan our ideas (for the information of the Lords Comissioners of his
Majesty's Treasury relative to the different branches of the Revenue which might
with advantage to the Public be placed under the managemet of a Separate
Board of Commissioners from the circumstance of nich branches requiring
Police regulations in addition to those which are merely considered as merely
Objects of finance.
