In obedience to the request which you made to us on
the 21st, of February that we would state to you in writing upon a more
detailed Plan our ideas (for the information of the Lords Comissioners of his
Majesty's Treasury relative to the different branches of the Revenue which might
with advantage to the Public be placed under the management of a Separate
Board of Commissioners from the circumstance of such branches requiring
Police regulations in addition to those which are merely considered as merely
Objects of finance.

And also that we should state to you such further ideas as ocurred to us
with regard to the functions of the proposed Board of Police Revenue and
the different officers which would be necessary to form such an Establishment."—
We have proceeded without delay to the Consideration of the Subject and
we beg leave to Report to you that in our humble Opinion the Branches
of Revenue hereafter mentioned (being all in their Nature immediately
Connected with Police Regulations and requiring a greater degree of attention
than the ordinary branches of Public income) might with great
advantage to the Nation not only in so far as regards the Preservation of
Morals & the prevention of Crimes, but also with a view of rendering such
income more productive be placed under the Management & Commissioners
Specially pledged to act upon a System where in the Collection of the
Collection of the Revenue under their Particular Management the
Parties paying the same should be Systematically watched and
compelled to adhere to every leagal restriction which may be imposed
for the purpose of preventing the injuries to Society which arise at present
from the want a Superintending Agency aided by Opposite legislative
Regulations.
