The Instructions went the length of comprizing within

The chief part of the mischief against
which this clause is levelled is that which respects
the metals and metallic mixtures that melt with a small heat, viz:
Lead, Tin, and their mixtures, Pewter and Solder. For their the melting
of these metals it may very well be that, now
that melting vessels of all kinds are left free and
unlicenced, melters in general, dishonest as well as
honest, may at present make use of crucibles or
other appropriate melting-pots , but . But for these
metals a pitch-ladle, a common fire-shovel, any
in a word any one of a variety of other common
utensils, might be made to serve, nearly
if not altogether as well as a crucible. To comprize these ordinary vessels which like these, are in universal use in the list of licenced
vessels would evidently be impracticable: and if
they were not comprized, the provision would as
to all metallic articles of the above description,
be inefficacious.
