The classes class here denominated Metal
Founders is inserted in compliance with the
Instructions, but I can not help entertaining pretty
strong doubts respecting the possibility of retaining it practicability of its being
retained.
The Instructions went the length of comprizing within
the licencing system every person using or having in his possession
any such thing as a
crucible or melting pot. After exerting my utmost efforts to put this provision
into what
might prove a
receivable shape,
I found myself
in a manner compelled
to give it
up. In every shape
in which I could put
it, it still presented
itself as being at
the same time inefficiacious
and
intolerable. 1.
First as to inefficacy. -
The chief part of the mischief against
which this clause is levelled is that which respects
the metals and metallic mixtures that melt with a small heat, viz:
Lead, Tin, and their mixtures, Pewter and Solder. For their the melting
of these metals it may very well be that, now
that melting vessels of all kinds are left free and
unlicenced, melters in general, dishonest as well as
honest, may at present make use of crucibles or
other appropriate melting-pots , but . But for these
metals a pitch-ladle, a common fire-shovel, any
in a word any one of a variety of other common
utensils, might be made to serve, nearly
if not altogether as well as a crucible. To comprize
these ordinary vessels which like these, are in universal use in the list of licenced
vessels would evidently be impracticable: and if
they were not comprized, the provision would, as
to all metallic articles of the above description,
be inefficacious.
Next, as to intolerability. - The number of the trades in the exercise of
which metals come to be melted is on the whole so very great,
and the number of the persons that would be affected
by this clause so very numerous, and in many
instances so opulent and respectable, that the practicability
of getting it passed seems very highly dubious.
The great objection would be - not to the licence-duty,
(the burthen of which at the rate proposed would be inconsiderable)
