Police Bill
the Sureties, as well for their own as for that of their
friend, would find themselves prompted to use their x
to serve him, by motives which do not a
for the countervailing of which no counter-inducements
appear to have been provided. Under
the provision here proposed, it may be made
interest of the Surety, to give up contribute to
the of the Principal to justice instead of rather than to
to serve time for it - An Officer of Police
Revenue may say to him —
We know
that the man your are surety for is going an in
an illegal course: if evidence is obtained against
him without your assistance upon the penalty of

well as upon him: but if you will enable us to
obtain sufficient evidence against him I will take care
and represent the matter in such manner that
you finally shall be remitted.
Another thing is that were the penalty of
the Recognizance considerable enough to x
operate with effect in the way in which it is
meant to operat. x its unsusceptibility
of mitigation being mitigared (uinder the course of procedure
x out by the art) in one of venial delinquency
or x poverty, would be a
considerable objection to it: whereas by the power
of mitigation x proposed (as above) to be excluded
to the case of the Lumby, as will as to that of the
Principal, this objection is removed.
