Of Falshoods in general.
Artifice of Legislators &c with the same severity , the punishment might have
appeared so great and so disproportionate to the offence
as to have given umbrage : whereas upon exacting
the declaration , if the declaration prove false or counterfeit ,
and the offender be punished as for the
falsity , with the self-same punishment the severity of the legislator passes unheeded,
or the sentiments of the people bear him out in it .
All this while the real hardship upon the subject is rather
increased than lessened by the contrivances . The obligation
of making or procuring the declaration in question is
but an additional burthen : it adds to the is attended
with necessarily with trouble , commonly with expence ,
and contributes moreover to add strength to the sentiment
of co-ercion , a sentiment which though so often necessary
is never pleasing.
Besides quieting opposition , the legislator by their
contrivance gains the people over to his side . arming himself
with the force of the moral sanction , in aid conjunction
with his own . Offences of the nature The offences in question
are of the member of those which how well
soever they may merit it , are seldom regarded by
the people in any ignominious light. But Forgery
