19. C Of Semi-public Offences in General.

explosions by water passing from a fluid to a solid state , they can
never be formidable but under the accidental circumstance of a solid
body's standing in the way of the explosion. Such a situation
of things is said sometimes to have been brought about by Art +; but
is not so frequently brought about by nature , as to have any where
given occasion to the use of political preventives . Explosion of inflammable airs has already been touched upon under the head
of Conflagration.

The Laws relative to these calamities may belong to the
criminal branch in two respects. 1. Inasmuch as the mischiefs of
those calamities are of the same nature with those which it is the
object of the rest of the criminal law to exclude. 2. Inasmuch
