19. C Of Semi-public Offences in General.

afford a particular legal protection to the works they have established: [+] [+] to wit by punishing in an extraordinary manner any who should go about to injure them. As to
explosions by water passing from a fluid to a solid state, they can
never be formidable but under the accidental circumstance of a solid
body's standing in the way of the explosion. Such a situation
of things is said sometimes to have been brought about by Art + NOTE + By those who are employ'd in clearing away rocks. The way is to make a large cavity in the rock with a narrow outlet. Water is then poured in , which freezing expands itself with such force as to burst the rock asunder. but
is not so frequently brought about by nature, as to have any where
given occasion to the use of political preventives. Explosion of inflammable airs has already been touched upon under the head
of Conflagration.

In what respect regulations relative to the above heads belong to the criminal Law. The Laws relative to these calamities may belong to the
criminal branch in two respects. 1. Inasmuch as the mischiefs of
those calamities are of the same nature with those which it is the
object of the rest of the criminal law to exclude. 2. Inasmuch
as the motives by which it is necessary to enforce the laws in question
are in most instances of the nature of a penalty, and in many
instances , of that degree of force which occasions them to be
taken notice of under the name of punishments.

General title for such regulations — Laws against Calamities. The assemlage of these Laws when brought together will
serve to form one very diversified and extensive branch of the
Laws relative to the Semi-public class of Offences, and may be
entitled Laws against Calamities. The several sorts of calamities
as above enumerated will form so many subordinate branches. This
