Contains the usual Penalties and forfeitures for obstructing the
Inspector or other officers of Justice in the proper and discreet execution
of their Duty This Clause has been copied from the Police Bill which
was framed by the present Lord Chief Baron when Solicitor General in
the Year 1706 under circumstances a correct administration
of this part of the Duty of Officers of Justice had been fully considered with
a view to remedy most of the difficulties which wired supposed then to
exist in this Branch of the Police System. It is a Clause merely of
form and may be modelled in various ways.
This Clause is of great importance: As no Bill perhaps
ever enacted so many provisions calculated to meet such a variety of
frauds Misdemeanours and Felonies with a view to detection Prevention
and to punishment in like manner no System of legislation in its
execution ever required so much method and energy as well as constant
and unremitting attention: and hence arises the Idea of Selecting one
