 As to their coming to bear a discount in the hands
of individuals after having from taken by individuals 
at full value, this were it to happen the loss were
such a thing to happen could be but very small, and 
 
even that would not of fall upon Government. In  
remote parts of the country, even Bank notes have been 
known, and that within the year or two, to bear a discount. 
In the same manner and from similar causes 
whatever were the causes might such Exchequer Notes
come to bear a discount in similar situations. But 
in or near the Metropolis no such discount was ever
borne by Bank notes — Why? because the Office of 
the Bank was at hand, and as at Office there never 
was any backwardness shewn a man might always 
have the full amount money for his note on presenting it, of course no 
man would take or expect another to take less. For The
facility of changing being by the supposition the same
for these Exchequer notes, the  impossibility of their bearing
 
a discount would in the same situation  the Metropolis & its neighbourhood be the same.
 It is scarce conceivable however that there should
be any difficulty in the circulation of such notes. IndividualsPrivate
Bankers in the country get have got their notes 
circulated without difficulty and that among people 
they were unknown to: can it be supposed that the indet
of government would at this period be inferior to that of an obscure 
and unknown individual? I suppose these Government 
notes to be endowed with all the those engaging advantageous sensible pro 
qualities which concurring in recommending those of the  Bank:
