(1) §.24
Second hand articles
(except Apparel &c)
not to be purchased
by Itinerant Purchasers,
travelling unless
with Carts.

And be it further enacted that no
License to be granted under and by virtue
of this Act shall extend or be deemed or
construed to extend to empower any person
to purchase any second hand goods for
as by going about as an itinerant <add> a Walking purchaser thereof from house to house except
in the case of Rags and Second hand Apparel Piece-
-goods or Remnants as aforesaid [+] [+] in the case of a person licensed to as an a Walking purchaser thereof for sale are or unless
such person be licensed as a Keeper of Draught
Carts Carts or as a Keeper of Hand Carts respectively for such the conveyance of second hand
goods purchased for sale, and shall at the time
of such purchase have along with him or
some Cart or Carts in respect whereof he or she
shall at the t same time be licensed : nor shall
any such licensed person [+]2 except aforesaid [+]2 (except such as aforesaid Itinerant Purchasers and Cart keepers respectively.) received [a
contract for]
into his or her possession any such goods except at the
elsewhere than at the Shop or other place
in respect in respect whereof In a his or her licence shall
have been granted
except in the case of past pardons
of and metals Gold, Silver as shall be [+]3 [+]3 such second hand articles or masses composed of Gold, Silver, Lead, Copper Pewter Brass or any other metallic or Semi-metallic substance made by bona fide taken
persons licenced to as purchasers of second hand
metals or persons in general for making up, at
the of any person the
in the way of payment or part
or exchange payment for new or second hand goods of the
same or belonging to the same branch of trade (that is to say [+]4 [+]4 Old Silver sold to Old Gold or Silver taken by a Silversmith for new or old Gold Silver, old Lead taken by a Plumber, for new or old Lead and laid on or furnished and the like ) by
belonging and sold in the course of the same

Apparel Piece-Goods and Remnants for sale.
