Sitting under the extreme clause case, above  here 
 mentioned,  in question there is but one cause of depretiation

 existing Government papers  securities stand  essentially exposed to 
 the action of this cause: the proposed paper

 annuities that are or have been  on foot in this country

and known to be proportioned — not

 of the seller:  vendor of the proposed Annuities
