4. The care that has been taken, in the contrivance
of the made to be observed apparatus process requisite to be employed in the construction
of the instrument, to render it necessary introduce
to employ for that purpose such an implement
or set of implements (the more numerous the better)
as shall be susceptible of an adequate description, capable of
being conveyed by general terms alone, without
depending on so vague and lax an idea as
that of similitude, with reference to an individual
standard or pattern: and this, for the purpose
of printing the artillery of the law, with the less
danger to the innocence and with the greater certainty
of acting with effect against guilt, in regard to the guilt, or towards against the
act of employing any such implement or having or having in one's possession the implement
