Annuity Notes
Here however the objection is (for though not
brought forward it is implied insinuated) the objection is
that the mass of paper will be too large –
In the vey next sentence, what is not too large
is far lower little further the object is that it
will not be large enough – to be of any use. Wait till the next sentence – the very next sentence
– and what is now too large because not too small: – "not
"great enough to be an object of finance."
II. Observations continued.
Of the two objects the f proposed by the scheme
"viz. to render that mass of money which by existing circumstances
"is either excluded from yielding interest, or which
"by means of Bankers, and otherwise, yields a rate of interest
"inferior, all things considered, to what Government could
"allow; and 2. to furnish a new circulating medium of daily
"increasing value, the first, I should apprehend, would only
"operate on the most numerous and leas opulent
"classes, whose hoards are too small to bear the charge
"of investment in Stock or other interest-yielding
"Security. I should doubt however, whether the aggregate
"of such sums is great enough to become an
"object of finance.
Counter-Observations

Answer. All untried plans are in respect of eventual success, exposed essentially subject
