4. Lastly as to the diversification of form and judicatories. Book
of law - standard of reference as to the matter of law - there need be, there
ought to be - but one. As to the mode of forming a judgment on the
question of fact by which the need has been produced of such
reference, best adapted there can be but one. For the performance
of the two connected operations sort of functionary best qualified
there can be but one, and on each occasion individual
employed to advantage there cannot be more than one - the
probability of right decision decreasing as the number employed
increases. These truths Bentham has delivered: these truths he
has demonstrated. Strain them every nerve to keep what he
has said out of sight.

The course for you is the direct opposite one. Heap volume
upon volume; for pretending to form a right judgment on
the same question on the same matter of fact and on the
sense of the same portion of law appoint as many different
ways as possible - the more expensive and deceptions the
better. For proceeding in these different tracks, by different
sorts of operations and different sorts of written instruments,
(the more the better) employ so many different sorts of
Judges, and those in different numbers. Employ them in
piles one above another, proceeding one after another. By
all these ways and means together, and all others that
can be devised, if there be any others that can be devised,
make the confusion as thick as possible, make
the darkness as dark as possible. What can I say more?
