1. Profit none, To see whether it be so, look at all
the several sources whence it can be supposed to come.
See what probability, that when felt, the dominion
will continue.

Of submission, the supposition goes not beyond the
first moment: when neither experience nor time for reflection
have been had.

No sooner does any Ultramarian province look into
the Code, than they see it, in Art. 8. negativing any profit
to Spain from the dominion. For thereby whatever in
proportion to his faculties an Ultramarian Spaniard is
to contribute, a Peninsular do is to contribute as much
Then as to money & money's worth, what is his advantage?
For common use from Ultramaria, nothing is to be sent
in greater proportion than from in Peninsula: unless the same
amount be sent back again: in which case profit none.
