Peel's pretensions to
be a reformer — On no
occasion has he had
for his object the
making any addition
to human happiness

With regard to any pretence on the part of Mr Peel's pretences to the character
of a Reformer, we shall begin with our very simple
position. This is, that on no occasion has he had for his
object or end in view the making any addition to human
happiness: of a few yes: but no otherwise than by defalcation
of a greater, a prodiginate greater mass of that valuable
article, from the breast vast majorite of the countless many

Short this practice: proof not much longer. The Call on
me more Jeremy Bentham. Happiness (says he) in so far
as depends on law (rights and obligations being supposed
distributed in the manners more conducive to
maximization of happiness) depends upon his exercise
given to rights on the one part and on the other part ( upon fulfilment
given to obligations: on the other upon those obligations, upon the
imposition of which those all rights rights same rights depend for
their existence and their exercise. But, to fulfill give exercise
our obligations to our right/those rights to his rights each man must know what they are: to ful
fill give fulfilment to his obligations each man must know
what they are: Give us then — g through throughout the whole field of
rights and obligations, give us the saving knowledge

is which is not innovation, and which that is consolidation:
