positive or say absolute considering him by himself;
comparative considering him in comparison with the proposed
Prime Minister or the actually existing President,
above mentioned.

On this subject much argument will not I hope be looked upon as
called for: two questions will, I flatter myself be regarded as sufficient
of themselves for placing the matter in a tolerably clear point of
view.

1. Of all that a king would or could do for you what one
thing is there that you would not or could not do for yourselves:
or that he would or could do better for you than
you could for yourselves?

2. What ground can there be for any such presumption as
that his successors, determined on each occasion by not by
choice but by the same blind and inscrutable chance, and
at all time how strong so ever may be the ground for wishing
him removed, every one of them absolutely irremovable, will
at all times do better for you than would be done by men
determined and chosen by yourselves, and who at all times
would of course be set aside in case of their not answering
expectation?

Yes: what you can reasonably hope to be the better for
any such functionary remains to be shown: and how to show it
would (I cannot but suspect) be found matter of no small
difficulty.

On the other hand, what you may be perfectly sure
to be the worse for him may (I am inclined to think)
be seen without any difficulty – seen to a degree of clearness sufficient to present to view a practical
determination opposite to that which I have the
mortification of seeing acted upon.

By the worse, I mean in the first place in money
matters. But this consideration will come into view
presently under the head of costliness.
