Question 1. Why with the exceptions specified place the Supreme
Constitutive power authority in the hands of all the inhabitants of the
territory of the State.

Answer. 1. Reason. 1. Because of not being lodged in those hands
it is lodged in hands in which it is matter of certainty
that the desire and will and desire to see the possible greatest quantity of happiness
produced on the part of possessed enjoyed by the greatest possible number possible of
those same persons will have place.
2. Because if not lodged in those hands, it would
necessarily be lodged in either the hands of some other the description
of persons, or in the hands of blind chance.

If lodged in the hands of some any other description of
persons that other description of it would be lodged in
hands in which it is matter of certainty that the desire
and will and desire to see the greatest possible quantity
of happiness enjoyed possessed by the greatest number possible number
of the persons here in question will not have place: for
the persons in whom it will be the will and desire of
the description person in whose hands it is by this supposition lodged
will be those other persons themselves: and, in so far as depends upon such desire to their
happiness or supposed happiness that of the inhabitants of
this state will be sacrificed, be made a continual sacrifice. In Appendix A.

and universal and
necessary prudence none
of the principle of self-regard.

If the other description of persons here supposed are with
reference to the territory of this State and not in the way of interest or sympathy specially connected with the inhabitants of this same territory foreigners the truth of this
practice will be universally admitted without difficulty.
