Constitut. Code. III. Reason-giving part
If they form altogether no more than a part of the
mem whole number of the members of this same independent
political community, forming a minority with reference to the whole and thus a part having interest
separate from those of the whole, the persons in by whom it will
be the will and desire and will of the persons in question
to see the greatest possible quantity of happiness possible
will be those same this same description of persons composing
the minority of the whole: and to their happiness
in so far as depends upon such such desire to the greatest happiness
or supposed happiness of this minority will the greatest
happiness of the majority be made a continual sacrifice.
If not by election as above, the fixation of the
hands by which the whole of the operative power in the
State shall be at all times be lodged will be the work
of blind chance: for such is the case in so far as
it is by birth and parentage in a certain political situation condition in
life that the order of succession as between occupant and occupant
of the Supreme operative power or any branch of it is
determined.
But the circumstances in which the trustee is committed
to blind chance, determined in its operation by the
political situation with reference to birth and parentage
are circumstances the effect of which is to secure the
on the part of the person thus endowed with power a degree
of relative inaptitude caused decidedly greater than if the fixation
depended upon blind chance wh operating in a directionnot determined by in a
any such station: that is to say if operating by lots.
