I Necessity
Art.1 Necessary as
in every other department,
so in this, is
appropriate information.
Art.2 How here
provided for the other
departments.
II Means Different
Art.3 Arrangements necessary
to the providing it,
by what reasons
rendered different
as between this and
other departments.
1. Besides general and
habitual information,
as per registration
system, on particular
occasions,
particular information
may be necessary.
2. So, in default of
adequate extent given
to the registration
and publication system.
III Practice.
Art. 4. In every
form of government
some exercise must
have been given
to this function,
from and to official
situations.

IV Presume Receipt
Art. 5 Correlative
to the officially informative
or say information
furnishing functions, is
the information receptive;
and information delivered,
with, accidents excepted,
be followed by &
received.

Art. 6 From sending
or otherwise delivering
will be presumed receipt.
But, by accident, the presumptions
may be prevented
from being verified.

Art. 7 Example, letter
sent by letter post, and
miscarrying. Yet all letters
sent must provisionally
be presumed
received, unless and until
non-receipt is proved.

Art. 8 For miscarriage,
for want of due attention,
legislatures will take
care to provide appropriate
satisfaction and
punition at the charge
of the authors.
