§

3. Subject of competition, money to be borrowed
for a limited time. Like a general agreement on the
part of all who are or wish to be borrowers. The price
paid for this accommodation, can not, (say they,)
be too low: nor, consequently, on the part of those
who have it to lend, too free and unrestrained.

4. Subject of competition, corn for sustenance consumption,
in return for money. All, who have corn to buy and
none to sell, agree in the opinion, real and declared,
that the price of it can not be too low, nor therefore,
on the part of those who have it to sell, whether natives
or foreigners, the competition too free and unrestrained.

5. Subject of competition money to be lent for a
limited time. Here, on the part of borrowers, the agreement
fails. Those who think they can get it at a
certain price, say 5 per 100 per annum, or a still
lower price, if all persons are inhibited from receiving,
and thence they themselves saved (they hope,)
from giving for it any higher price, that all those who
would be benefited or saved from ruin by obtaining
it for a higher price, should remain unbenefited
or be ruined for want of it for want of it: while those
who feel themselves thus pinched or ruined, think
themselves hardly dealt with. Meantime, those who
have more need to borrow than to lend, having
the force of Government in their hands, continue
many of them in the endeavour to extort money,
in this indirect way, for an under price. But,
not having the power of extorting in a direct way,
by forced loans, the endeavours so to extort it, recoil
upon themselves; and either by the expence of breaking
their own law, they give more for what they want than
they would have to give if there were no such law, or
they become, to an unlimited amount, sufferers for the want of it.
