Ch. IX. Ministers Collectively
6. Subject of competition money: fixt quantity in return
for corn. Those who have corn to sell, and not
so much to buy as they have to sell, – or what comes
to the same thing, have to sell the use of the land
employed in raising it, – agree in the opinion, real
or pretended, that, on the part of those who have
money to give for the corn, the competition can
not be too free and unrestrained. But, agreeing in
the opinion, true or false, that, if foreigners were
not inhibited from offering their corn to sell and
thence thus becoming competitors for the money, they
themselves would not be able to get so much money
for the use made of their land in raising
corn, they have thus continued in the practice of
extortion from generation to generation, and will
continue in that same practice, so long as those
at whose expence it is continued, will continue
to submitt to it.
