Art. Thus much is but a sample one an individual instance of the application
made of the alledged efficient and sufficient cause of official aptitude.
An account taken that has been delivered of the a part portion of all⊞ ⊞ though it be but a portion the aggregate effect
pecuniary and arithmetical effects of it, must may be
still more impressively instructive. Under the one single hand, a
annuity payment of annuity of not less than upwards of
five millions a year entailed upon the people the whole
of it so much absolu an effectively wasted not not less useless be lavished than if
thrown out of the window to be scrambled for by a surrounding populace:
as is not less uselessly: but by no means so in so small a
degree ;; because forasmuch as in that case no corruptive influence
at all would be; while in this case corruptive influence correspondent to the
whole amount of it, is, among all the fruits of it.
A life annuity mass of life annuities payable to this amount is the least amount burthen
capable to quantity of burthen which, even reform, if reform were
possible could now reduce it. But so long as those the principle
in question continues to be acted upon, not reduction
but augmentation is the certain consequence. For even
in peace, a regular augmentation to the amount of
£24000 a year for these last four years, has been made to what is called the civil branch of
it, and if the by natural mortality the amount of the military branch
is in a course of gradual decline though as yet not reduction so much as an equivalent reduction, namely about £21,000 a year, what a start
would not things war, though it were but a single year
