Of the uncertainty of the law the mischievous effects existence is in a
general point of view as notorious as the effects of
it are miseries produced by it are intense and extensive
and the profit reaped out of them by the Right honorable creators and authors
preservers of them. This In this uncertainty men see
the matters of insecurity: of that insecurity which is the absence of security
against mischief evil at the hands of resistible and not altogether unpunishable evildoers.
Not without readily nor willingly will it be conceived,
that in this very insecurity is to be found the
source the only source of what little whatsoever imperfect, slender and ever precarious security
is left against the communication ever encreasing
oppr depredation extortion and oppression extortion increased by over the
vast majority by those their unpunishable and irresistible
oppressors. This proposition, however, is but the counterpart
of the other. If, in so far as it the forms of the law is employed
in affording protection the uncertainty of the law it is a
curse, on the other hand in so far as it that same form engine is employed in the exercise
of oppression, it the uncertainty of its operation is a comfort and the only comfort
left a refuge: and as such ought to be made the most
of and defended.
