Wrong considered as done to the public alone
wrong considered as done to the public and not to any assignable
individual can not consist in anything but alarm and
danger: Even for example in so far as alarm is attended
with a sensation of the painful kind consisting in the probability
of the arrival of evil in some this or that shape is attended productive of
with a sensation of the painful kind in danger only consists
the eventual evil of which the public is susceptible. Suppose pain felt
In consequence of the act or other event whatever it be suppose
pain felt, by some individual to the exclusion of others must it
be felt: unless it be that which consists in others which
being latent and not indicated with any certainty by external
signs of any kind may have place in the breast of every individual of the community in question without percepti exception
and at the same time in the instance of the whole or any part
thereof not be visible nor therefore the individuals by whom it is
experienced assignable.
Ere it can be So to compleat redress for wrong must apply
itself to two correspondent and opposite portions of time – the
past and the future, to the past by satisfaction, to the future
by prevention: by prevention that is to say of ulterior
wrong by acts of a nature similar to the nature of those
by which the past wrong in question was produced.
In so far as Satisfaction for wrong is afforded it is afforded by administering
good to the party by whom the evil in question has
been suffered: the succeeding good in consideration of the pending
evil.
