In the first mode the course taken method pursued for the reduction
of the aggregate of the sufferance in the way in which the object is pursued is by cutting off
sources of expence, and minimizing the expence from each
source. Examples of this mode plan of operation will be seen
presently.
In the second mode it is pursued by transferring
the burthen from the passive shoulders of individuals to
those that of the public at large. Examples of This mode
being exposed to abuse, examples will be shown of the way cases
in which it may be pursued, and abuse at the same
time obviated.
In the third mode it is pursued in so far
as by the application made of the burthen, it is made
to produce that what good effect is producible by punishment
and this in such sort as while it produced benefit in
the way of in the shape of compensation for past sufferance, it supersedes
the demand for an equivalent quantum of privation punishment
which but for this application of the expence burthen in question
would be inflicted without the production being productive of benefit
in any such additional shape.
In this For all these several purposes the first thing
to be done is to take a view of endeavour to enumerate the several distinguishable
heads or sources of this branch of expence.
Of these the a list which if not altogether compleat
will it is believed by found sufficiently ample for the present purpose is the following
