So Such being the sources of expence in litigation litis contestation,
now as to the means of minimizing this expence.

As to the First as to the cutting
cutting off this or that source: striking out of the
above list this or that article. Of the belong of
this mode of reducing the expence the impossibility is by
the view of the list rendered sufficiently manifest and
incontestable.

Remains to be done whatsoever can be done by
transference.

Taking the parties on both sides in the aggregate,
if anything can in the way of reducing either the quantum
of the burthen or the sufferance produced by it anything
can be done by transference, it must be by
transference of the burthen from the parties to the
public.

Under this head the points to be considered are
1. the propriety of the operation: 2. the mode and means of performing
it.
