Under existing
system damages
unequal to compensation

Under the existing system few in proportion are
the cases in which when under the guise of compensation damages
are awarded compensation approaching to adequate if
amounting to anything is received the amount of
the amount of the damages given are in any proportion
more than that amount being absorbed in that part of the
costs out of pocket which in the taxation of the costs is not
allowed. Thus neither in the case of compensation nor
in the case of punishment does is any thing which is done
what it appears and is professed to be. All is deception, on Deception pervades and
issues from the whole: on
the surface some colour of justice: beneath, the substance
of injustice: in the most of injustice in every the most afflicting degree and of in every afflictive degree in the most
afflictive shapes.

or 6
The only remedy for
wrong an aggravation
of evil.

With comparatively few exceptions the only remedy
held out as against wrong to individuals is but an aggravation
of the disease.

or 7
Where punishment
pecuniary every thing
grudged as under the name of punishment
nothing under that of
fee.

Where the punishment is pecuniary, every thing is
grudged under the name that bears the name of punishment, nothing, under the
name of fees.

or 8
Stay upon judicial
proceedings is a tax
upon justice

A tax is a prohibition of every thing the tax upon
which can not be paid a tax is a an absolute prohibition; a tax
upon judicial proceedings — upon proceedings which
before the completion of which justice can not be had
is a tax upon justice, and upon every thing to which the name is called
justice
of justice is attached.

The It may be day may perhaps come when the vast majority
of the people will not always be content to see themselves excluded from
so much as a chance for justice.
