Advantage of allowing
the same facility for
elicitation of evidence

3. With correspondent advantage might the same
facility be asserted for the elicitation of evidence in cases in which
the authority to be exercised is [of not merely judicial but] the legislature
operating not upon individual object subject matter only but upon masses of
subject matters, not upon limited portions of time only but upon
an unlimited length of time. Of Committee of in both Houses, and in
particular of in the Commons House might large portion of time be saved
and in a much more compleat state than at present, as well
as at much inferior rate of expence, the appropriate information
requisite to form a ground for the proposed legislative arrangements
and enactments furnished.
