First application to
Judge himself

Let result then When, at the hands of a Judge th a service
of the sort of those which he is appointed to render is applied for,
let the man who applies for stands in need of any such service
apply if he is able to him in whose power alone it is to render it,
state what it is he wants and on what grounds he calls for
it. To some person if he applies at all he need apply
must his application be made and to whom so properly and
with such good prospect of good effect as to the Judge:
these grounds understand grounds on point of fact: for as to grounds
these are what must come from the party: for as to ground on point
of law, of that law or the such part of it as bear upon the fact then if to any body to be it is to the Judge they
are known if to any body.

Some time it may happen that to the party these grounds
on point of fact ar can no otherwise be reached than by conjecture
But for the most part the of all persons it is to the party they are
most likely to be known: and where this were not by his own
perception known to him, no person so likely as him he be to
weight upon the person to whose perceptions the facts
bearing upon the case have been presented.
