Of these the real use
that dispensations are
absolutely necessary no

In Of this strict rule in what then consists the rule
now? . Answer. In this, is the impossibility — the manifest impossibility
of their being conformed to without a gross violation of some unquestionable
rule of justice. Hence the necessity of dispensation out of the ordinary : but
neither one such dispensation nor any thing due to him without motion;
nor motion without fees.

Under the existing system bad rules are multiplied
that dispensations, with fees for the service, may be multiplied.
Punishments excessive or needless or excessive are multiplied
that pardons, with fees for the service may be multiplied:
and that tyranny in proportion to its enormity,
tyranny may reap the promise of mercy.
