§. 2. Leading principles.

A medical practitioner's
object is minimization
of evil to
the body natural.
So that of legislator's
minimization of evil
to the body politic.
2.
This analogy held to
view, not for embellishment,
but for instruction.
3.
Not the result of sentimentalism,
but
shuts the door against
delusion.
4.
Where no evil is apprehended,
let no remedy
be applied:
such the rule in Medicine
and in Legislation.

The body politic a
necessary fiction.
6.
Means of repression
direct or indirect.

Direct are –
1. Simple inhibition.
2. Imposition of obligation
of making satisfaction.
3. Punishment.

Punishment in lieu

by danger of suffering.
