Extra Instructions to the Legislator. Enterd in Indirect Legislation
Fees of office ought in every case to be adjusted settled
with the utmost nicety by the letter of the
Law. Where this is not done, whatever extortion
may be committed is not more to be imputed
to the rapacity of the officer than to the negligence
of the Legislator. When a man is
allow'd to sell his labour at his own price, no
doubt but he will sell it as dear as possible.
Competition, and the facility of going to another
market keeps this disposition within the bounds
of utility in the case of ordinary labour. But by
all the business of an office is as the
the establishment of an office all such competition
object of a monopoly is excluded: and the benefit right of selling that particular
sort of labour is made a monoploy of for the in
benefit of favour of the man in office.
