may operate as a discouragement to trade: upon
the same principle that the practice of insurance
tends to the encouragement of trade. It adds
therefore to the total mischief of the offence: viz
by adding to the mischief of the 3rd order.

coasts is a national disgrace. It tends to expose
the people of the case in question to the illwill
of persons people of other nations. It is a kind
of offence against the reputation of a whole
people. In this too it adds to the mischief

it may exposes the nation in some degree to be involved
in a quarrel with the nation he belongs
to. It may be considered as an offence against the external security of the state. This is another way in whihch it adds to the
mischief of the third order.
