Instructions to the Legislator

might perhaps be done in certain other cases towards
combating this offence in the way of indirect
legislation.
The things most exposed to attacks of this
sort are several articles of moveable property
. These are commonly distinguished into
money and goods. Money according to the common
phrase, has no ear-mark: to change similar to each other
as was in case for in their original formulation, &
destined to change hands continually, it is seldom
that any differences are remarked by which the identity of the several pieces are
be of it can be ascertained. Scarce anything therefore can be done in the indirect way for its' protection unless it be by augmenting the security of the repositories in which it is held. With respect
to goods, many sorts of goods the case is different. Many
them are differently circumstanced sorts of goods, and these of the most valuable and least
bulky kinds remain commonly for such a length
of time in the custody of the same person, as to
be distinguishable with sufficient certainty by them as well by
who have been in the way him as by people who are frequently about him. This
is the case for instance with many kinds of apparel,
household furniture, trinkets and implements of trade.
With respect to money therefore as well as
good some additional security might perhaps be given
