and Manufacturers would otherwise have to go on in the improvement
of their wares, There cannot be a more natural, a more frugal or
more eligible way in every respect of rewarding skilful industry, than
by securing a man in the enjoyment of the natural and spontaneous
fruits of it. It is prejudicial to the public sometimes upon in [+] [+] a third point of view, and upon a larger scale: viz: by degrading the national manufacture in the eyes of foreigners

Some precautions however may be requisite to be taken in order
to save a man from falling innocently under the lash of this punishment.
If the name only be employed to authenticate the wares , this will not always be
sufficient; since two persons of the same trade may be of the same name; if
the abode be added it will sometimes happen by accident or design that two
persons of the same name and trade shall live in the same place. Besides
there are many wares which will not admit of marks of such a bulk. Arbitrary
marks would be still more likely to be assumed innocently by more
persons than one. To obviate this danger Registers might be appointed in which
the several Traders and Manufacturers might be at Liberty to enter their respective
wares if they thought proper; and if after such entry, any other person should assume
the same marks , in that case and no other it might be reputed a Forgery under the above
Provision.
