Of Falshoods in general
Artifice of Legislators &c -upted without oath: whereby the trouble and loss of time
attendant on that ceremony is saved. If this attestation
then be counterfeited, the falshood receives the name
of Forgery. If for instance the exportation of linnen
of a certain quality or to a certain place is meant
to be restrained, or the exportation of it is meant
to be made a source of revenue, the following contrivances
amongst others may be adopted. The Merchant
who exports linnen is called upon to declare upon oath that the linnen linnen
he exports is not of such a quality, or that it is
not destined to such a place: he is called upon to produce
a mark to be stamped upon it by a particular
officer, as his declaration that there
is such a quantity of it: and another mark accompanied
or not as it may happen by a signature
of the same some or <add>other some other</add> officer expressing his declaration that
such a sum has been paid for the licence to export
it. Now it is evident that the mischief whatever
it may be real or imaginary which would result to
the state from the linen's being of another quality,
or exported to another place, or from it's not paying
duty, is neither more nor less after such declaration
than before. But the case is that if without exacting
the such declaration the legislator had furnished the offence in <add>with</add>
