Of Offence Falshoods in general
committs the principal offence to commit Forgery or
Perjury along with it, the Legislator transfers upon
the former the shock of ignimony naturally connected
with the latter. Thus it is that the legislator by
ways and means not observed heeded by
the people and sometimes perhaps hardly by himself, increases
an empire not only over their conduct but over
their affections, making up for their ignorances,
and pressing their prejudices into his service (a).
A word or two may be of use in vindication Reasons justifying the application of the extra punishments in question to all cases of delinquency by falshood
of the extra punishment idea here adopted
of considering treating the circumstance of falshood
in all cases upon the footing of an aggravation,
and alloting to it in all cases a punishment so
severe as that of ignimony. many cases most In many cases if
we had it should be asked how in what respect it is that
the intervention of this circumstance adds any thing to this mischief.

(a) The expedients in question have likewise another use:
viz: the catalysing and punishing better evidence
than might otherwise be to be had, of the fact of the
offence: but this is not to the present purpose
