administration of justice be uncommonly defective,
or the party injured be so unhappily circumstanced,
that there is not a single person in
the community whom either friendship or common
humanity can dispose to help stir for him, application
is made to justice and deliverance takes place of
course. In the meantime The offender understanding knowing this,
will in the mean time feel the necessity of
setting bounds to the gratification of his passions
as knowing that the day of account can not be
far distant.
Expedients to be employ'd against it depend on local circumstances This being the case, offenders when they
execute a project of this sort, unless where the
injury is committed on pretence of right, generally
take care to keep the whole transaction
from the beginning to the end as much concealed
as possible. This therefore it should be
the object of the legislator by all the expedients
he can set to work, to fight against.
But all these expedients depending in good measure
upon local and political circumstances,
it would be to no purpose to think of giving them
in terminus. I shall therefore content myself
with suggesting throwing together a few hints in this view, with out
