Of Confinement

As common and as crying a case as any,
is that where the object of the confinement is
to compel or force a man into the to bear arms in
the character of a soldier. The service is to
be understood of course to be that of some foreign
state: for in the to supply the service of
the state in question it is to be supposed as of
course that some legal course is pointed out
by the law sufficient to exclude every
motive which could operate upon any person
so as to induce him to have recourse to any
that are illegal. This The expedients above
prescribed seem particularly well calculated
to throw difficulties in the way of such abuse.
Miserable indeed must be the pusillanimity of
any state which while it has a man or
a left to fight and a guinea left to pay him
