Individual might overlook it. But the mischief of the calamity were
it to ensue, might in the higher degrees of it, be so great, that the prudence
of the Legislator will often find reason for laying the subject under
a considerable degree of restraint rather than to trust to the precarious to trust to his employing
discretion of a promiscuous multitude with the care of his own to the proper for guarding against
than to suffer the subject of their own safety, and in that confidence to suffer them to remain exposed to all its violence
the whole force of the calamity without any endeavour to preserve him. Of

Police were here employed, this and the preceding division might receive
a more commodious appellation. Offences against the common property
of a Neighbourhood might be termed Offences against the dispensatorial
branch of the Police: those whose business it is to conduct this
branch of administration rendering the same kind of service to
the Neighbourhood as a land steward [dispensator] does to his principal. Offences
tending to expose the Neighbourhood to calamities may upon the
same plan be stiled Offences against the prophylactic branch of the
Police; to wit that branch to which it belongs to provide what is
requisite for guarding a Neighbourhood before hand against the several
dangers or calamities to which as a Neighbourhood it stands
exposed.

Prophylactic, a term of Greek extraction, means any thing which is
employed in the way of precaution for guarding against a danger of
any kind before it appears. It is actually employed in this sense in the
