Of Semi-public Offences in General.

remainder of human creatures are either 1. Such whose intellectual faculties
for want of time are not yet arrived to that degree of maturity, to wit Infants; or 2. who
fail of possessing it by reason of some accidental blemish; accident; to wit persons insane.

2. Of bodies purely physical; and depend upon the three different states in which such bodies may exist. From the action of inanimate bodies result different calamities
according to the different states or conditions of which those bodies
are susceptible. There are three states or modes of existence

1. There are three states or modes of existence of which every particle
of matter appears to be susceptible; a state of solidity, a state of liquidity,
and a state of air or vapour. Under the term fluidity the
two states of liquidity and vapour are both comprized. Now then It may be termed
Collapsion where (by a force which overcomes Collapsion the attraction of gravity overcoming that of cohesion] large
masses of solid matter fall in together, it may be termed Collapsion.

Inundation. Inundation is where large masses of liquid matter (usually
waters) spread with violence beyond their bounds, in such manner as to
cover such solid bodies, to the nature of a which the being so covered is destructive.

Submersion. Where a body which is overborn and destroyed by Inundation
is one which before was floating on the surface of the water, such as
a Ship, the calamity is called drowning, sinking, or Submersion.

Tempest. Tempest, or a high Wind, is where a large part of the general
Mass of elastic fluids, the atmosphere, is naturally moved in any direction
with such a velocity as to produce destructive effects by virtue of its
mechanic force or power.

Blight. Blight is where currents of air become destructive to the health of
