Of Semi-public Offences in General.

Conflagration. All masses of matter that contain the substance which by the
Chymists is called Phlogiston are liable upon by the sudden separation
of that Phlogiston to undergo a change which is called burning or
combustion and when large masses of matter are undergoing this
change together, Conflagration.

Explosion. When a greater degree of repulsion than before is made suddenly to
take place among the particles of large masses of matter at once such a change
is called Explosion. This change takes place upon the conversion of fluids
into solids. It is produced principally by three causes, to wit, 1. Combustion,
whereby large masses of solid or liquid matter are reduced to a state of Air.
2. Alternation of heat and cold whereby large masses of solid matter
are reduced to a state of fluidity or vice versa. 3. Lightning or the
afflux or efflux of the electric matter. of the Atmosphere. Qu. what is this for?

To particularize the Laws against the several Offences referable to local calamities belongs not to the present design. All the above calamities seem to agree this that the effect
of them, in as far as it is capable of being controuled by man, is
confined within those local limits which constitute what is called
a Neighbourhood: a district which, The Neighbourhood, unless in very
small sovereignties States indeed, can never be co-extensive with the state.
All of them too, unless it be Tempest and Blight, are liable to
be brought about, and the effect of them all without exception
is liable to be increased, by human ignorance and imprudence.
