the mode of building: and this constitutes the third purpose which regulations
made on that subject have or ought to have in view. Also by regulating
the exercise of a number of trades and manufactures which are obnoxious
to dangers of this sort. In the country by regulating the use of
fire in the neighbourhood of woods; (a) also in Mines, particularly in
that of coal.
Explosion by Gunpowder. The guarding against the mischief occasioned by explosions has been
an object of attention since the invention of gun-powder. In the way of
administration, by erecting particular edifices for the fabrication and
reception of that dangerous combustible: in the way of legislation, by
regulating the manner in which it shall be prepared, conveyed and
kept. As is the danger Here as the danger is of recent date, so are the remedies of recent date. With
regard to another kind of explosion, the danger is co-equal with the
creation, origin of things the remedy is of our own age: the invention of that fortunate bold and
and successful genius to whom it was not enough to have done so much for the
security of the earth, without doing yet more for its disquiet. Against
explosions by Lightning measures are now taken in many places in
the way of administration, by establishing apparatuses for the peaceable
conducting of the electric fluid over edifices to which its violence
would be particularly dangerous: in the way of legislation
it would be a natural consequence of the preceding measures to afford
